The Devotees are followers of the Cult of Devotion,[Note 1] a cult that has infiltrated the Brink, the Twilight Mirage and Palisade. The Orchard Syndicate is a front organization for them, and on Palisade they work closely with the Dim Liturgy on the Isle of the Broken Key. The Devotees can also be thought of as akin to a multi-level marketing scheme, as they strive to increase their membership to lessen the drain of energy performed by Devotion on its followers.
