John-Peter Foster is a character who lived in lived in Bluff City in the 1800's and the founder of Spannheuser Funfair and Amusements Company. He was the son of a candy and tire magnate (one was made with the by-product of the other, but they never said which is which).
A TV in a trailer in the Funfair could be dialed to a channel that received messages from John-Peter, which the Concern used in early attempts to bargain with it.
