Lishan Charles is the Seneschal in Eversin who has been deputized by the Divine Principality.
Lishan has long purpleish hair and long thin hands. She has a patch on her jacket denoting her as the Seneschal. As the Seneschal Lishan is considered "on the hook" for illegal activity in the town, and comments that if word gets around that Millennium Break has been helping them, it won't end well for her. Ce Gull does manage to talk her into letting Millennium Break fix up the town, provided word does not get around about it.
