Baseline is a small southwestern data city[note 1] on Palisade that was built by, and is under the control of, the Frontier Syndicate. Following a failed revolution by Baseline's residents, the Frontier Syndicate begins to build other cities in the Baseline model around the planet, named Baseline-A, Baseline-B, and so on.
All Baseline cities are ruled over by Resonance or, more accurately, they are Resonance. As Austin puts it, "The city is the Divine."[1]

Original Baseline[edit | edit source]
It was created as a model city by the Frontier Syndicate, which advertises it as a more affordable variation on City City.[2][note 2] Of course, the "affordability" comes with its own price:
