Absolute Pluperfect is a wealthy resident of a futuristic, postapocalyptic Bluffington Beach where the three cities have merged together in some way. An interview where he reminisces about the history of Bluff City in the hopes of getting donations to his 'charitable' foundation makes up the introductions to "America's Playground Pt. 00" and "Pt. 01."
He is a VIP member of the Upper Crust's Tri-City History Museum (the wing about cars is named after him) and he's very invested in fantasizing about the good old days.
