The Pact of Necessary Venture is one of the two ruling factions of the Divine Principality. They are neoliberals who intend to break up the Stels, in contrast to their rivals, the monarchic and traditional Curtain.

The Pact is mainly made up of Stels Columnar and Apostolos, though it was founded by a group of Elects and Divines from each Stel. By the Road to PALISADE, only two of their founders remain: Gallica, elect of the divine Present, and Rye, elect of the divine Space; they have been taken over by Dahlia, the Apokine and Glorious Princept.

History

Though they trace their lineage back to an exploratory committee founded in the late 14th century of the Perfect Millenium, the Pact was not made in earnest until five years before the start of PARTIZAN: 1418 PM, soon after hostilities began between Kesh and Apostolos.

Its original leadership committee, Plumeria, Gallica, Myosotis, Rye, and Hyacinth (actually Motion) determined that the Pact would establish a power base in the Scutum–Centaurus arm and amass a vast fleet using the unexploited resources there in order to remove the princepts and establish themselves as a council in their place. This avaricious pact went directly against the secret oath made by the Peaceful Princept and supported by the might of the Curtain of Divinity: that the Principality would not expand into the Scutum-Centaurus arm lest they be destroyed by the True Divine.

When the Pact attempted incursions into the Scutum-Centaurus arm, their fleets were defeated by the might of the True Divine. While the remaining leadership focused on their increasingly public conflict with the Curtain, Motion decided to harness the True Divine's power. This culminated in Operation Shackled Sun. In the aftermath, with only two of the original signatories remaining, the Pact is absorbed into Dahlia's power structure and eventually rebranded as the Pact of Free States.

Appearance

Pact agents are described as wearing black masks decorated with five LED lights in a “unfinished” pentagon constellation, like a five point arrow.[1]
