Dr. Schuyler Stevens[note 1], also known as The Winter Doctor, is a doctor who has served at the Winter Palace for decades. Clementine Kesh called on him to help treat the injuries that the Rapid Evening received after their mission to retrieve Gur Sevraq.

Looks like Jackie Earle Haley, and slightly like Mark Rylance.[1]
