Inside of a laboratory on 29th floor of Big Garage Co-Working Tower #12, Gig Kep-hart performs an experimental robotic surgery alongside the brash (and presumed missing) teenager, Orellia Ject. Meanwhile, 28 floors below, Tender Sky, Grand Magnificent, and Fourteen Fifteen work to stall a ticking clock as authorities draw ever closer. Whether it counts down or not, this half of the Notion is about to come face to face with someone who has their own bold vision of the future.

Fourteen, Grand, and Tender rush to the ground floor of the office building, hoping to run interference. They find a receptionist telling the police that an alarm went off on the 29th floor. Meanwhile, Gig begins the process of installing Orellia Ject's speech unit in Yam, and realizes that Yam is already heavily modified.
Tender confronts the police officer and claims that the alarm is a drill. In a flashback, Grand comes up with the idea for the three of them to pretend to be alarm testers so that they can claim responsibility for the alarm. The officer is convinced and leaves the building.
Gig successfully implants the speech unit. Orellia grudgingly admits that Gig isn't as bad as she thought. She leads the party to Ark-en-Ciel, where all of the missing teenagers live as the Sailors of the Ark, to meet their leader Vanya De La Vega. She is generally unimpressed but agrees to meet with the Notion over lunch.
Vanya explains that the teenagers have made a refuge in the park because they no longer wanted to live with their guardians. They have a self-sustaining society, including technology that allows them to control the weather. The Notion tries to convince her that the teenagers should get support from their parents, but she refuses because she's concerned that the adults will ruin their community.
The Notion discusses what to do about the group. Tender believes they should involve the parents, Fourteen is concerned about the situation breaking bad for everyone, Gig wants to tell the parents but keep the park a secret, and Grand is mostly concerned with finding Winchester Went. Their waitress reveals that she is Winchester and that she's safe, and gives Grand permission to tell her uncle that she's alive.
Vanya tells the Notion that the park has functional energy shields, but they don't have the resources to turn them on. She suggests that, in order to prove that they have the park's best interests at heart, they find a way to turn the shields on. The Notion decides to stay in the park and think about it.
In their bungalow suite, the Notion again discusses what their best course of action is. Tender is reluctant to activate the force shields and force the teenagers into complete self-reliance, but Gig is uncomfortable with leaving them in the open. After some debate, they decide to activate the force shields and afterwards tell Pure Cascara about the park so that someone with authority is aware of them.
