Helena Vex is Tender Sky's parole officer, also known as a Mercy Officer.
They are part of an order established by the Divine Mercy. Neither the Divine nor their ship still exist but their legacy continues across the remaining Divine Fleet.
They also pulled Tender Sky out of The Mesh when they wouldn't or couldn't do so before.
