There are currently 21 factions in Twilight Mirage. They are separated into two groups: Government and Military & Culture, Crime, and Industry. Each faction is either part of The Divine Free States, The New Earth Hegemony, Advent, or independent.
There are 13 Government and Military factions, and 18 Culture, Crime, and Industry factions.
There are 7 DFS factions, 8 NEH factions, 4 Advent factions, and 12 independent factions.
