Agent Sleeves was an agent of the Concern investigating Blake Blossom. He was born in Standard Town in Blough City and has worked his way up into the Countinghouse district.

He doesn’t like films, as he prefers reading the paper or listening to music.

He had been tasked to follow Blake and had captured the moment of Blake's death on film. While at the crime scene, he attempted to attack Florence Slowly and was shot and killed by Agent Heard. Due to some supernatural weirdness, no one was able to remember his name afterwards.
