Stargrave Elcessor is a Stargrave of Stel Kesh and the highest-ranking member of the BIS on Palisade. She reports directly to the Princept.

In the meta of Armour Astir: Advent, she is one of the Pillars of the BIS division. It is also due to her presence that the BIS is the Authority's major division on planet.[1]
