Stargrave Elcessor is the highest ranking member of the Bilateral Intelligence Service on Palisade. She reports directly to the Princept.
In the meta of Armour Astir: Advent, she is one of the Pillars of the BIS division. It is also due to her presence that it is the major division on planet.[1]
