General Tamara Mourning is a Qui Err and a military commander from the Qui Err Coalition. She has a granddaughter named Ellelyn. As a prominent member of the military of the utopian Twilight Mirage, she has spent her whole life thinking through how wars can be fought without resorting to imperial, colonial and capitalist organizations.

Mourning and her soldiers come to the Brink in response to 3T launching mirage bombs and sending people from the Mirage to fight on Palisade. She attempts to persuade him and the people of the Brink to act with more caution and work with the people of Palisade.

She appears to be in her late 60s or early 70s and her face cast is the neo-surrealist artist Louise Bourgeois.
