William Bigneighbour is the father of the Bigneighbour family.
His family all have a signet ring that, when all four rings are fit together, form the words “have balloon will travel”.
When seen in America's Playground, he is dressed in a costume for their family portrait: a one-piece swimsuit over a wolf costume, a red velvet cape like a king would wear and a crown.
