Agent Heard is a Deep Blue level Agent with the Concern. During his early days with the Concern, he was mentored by Hector Hu.

After Hector began to work against the Concern, Heard came under investigation by the Concern. His mission during Messy Business was a probationary mission to prove himself both in the role of lead agent and to prove his loyalty to the Concern. Instead, he followed Hector to Bluffington, joining him in the creation of an organisation to fight against the Concern.

His current whereabouts are unknown.

During Messy Business, he is dressed like someone who might work in the Countinghouse district (a three-piece grey suit with a herringbone wool blazer), and a black neckwarmer as a disguise.
