The Concern is a covert organisation working across Bluff City and Blough City. Their stated purpose is to be a group which “monitors the relationship between Bluff City and Blough City” and maintains the border keeping them in balance, but a conflict between factions from each city has developed.

Junior or trainee active agents.

Peel

A replica of a living person. It appears human but has minimal verbal capabilities and cannot truly act on its own.

Content-Aware Peel

A replica of a living person that has autonomy and can take action on it's own. Hector Hu used a content-aware peel.

Shunt Points

Points of connection between Bluff and Blough City used by Concern agents. These take many forms, from jitney-bus transfers, to tunnels. When the Concern sends agents between Bluff and Blough, the Concern chooses the location. A group of agents using the same shunt point might arrive in Blough City in different places but within the same radius of that district the Concern has chosen.

Recently, Shunt Points between Blough and Bluff City and Bluffington have been discovered.
