"Led by the former excerpt [Will], this militant faction is made up of dozens of Rogue Wave lineages and those who have taken to sea and stars, pillaging and raiding as they go. Named either for the Flotilla's devastating use of the Herringbone formation or for [Will]'s penchant for wearing full length herringbone coats while she commands from the Flotilla's bridge."
