The Devotees or Friends of Devotion are a strange cult which has infiltrated the Brink. C.T.H. Pasodoble is a leading member on the Brink. The Orchard Syndicate is a front organization for them.
Their modus operandi appears to be luring people to meetings through social manipulation, after which the people disappear for a while. When they return, they act strangely, seeming uninterested in former friends and family, and sometimes have strange devices on their arms. Members are known to check their pulse at regular intervals as if following a set schedule.
It later becomes clear that these disappearances take place during the Devotees' retreats, during which they are Divinely transported off the station to engage in 'bonding' camping trips. Members can feel their pulses sync up when they touch, which is how they connect with Devotion.
