The Devotees or Friends of Devotion are a strange cult which has infiltrated the Brink and the Twilight Mirage. C.T.H. Pasodoble is a leading member on the Brink. After the Devotees worked their way into the Orchard Syndicate, the Syndicate became a front organization for them. Their symbol is a shield emblazoned with cuffed-together hands holding each other.

Their modus operandi appears to be luring people to meetings through social manipulation, after which the people disappear for a while. When they return, they act strangely, seeming uninterested in former friends and family, and sometimes have strange devices on their arms. Members are known to check their pulse at regular intervals as if following a set schedule.

It later becomes clear that these disappearances take place during the Devotees' retreats, during which they are Divinely transported to an unknown forested location to engage in 'bonding' camping trips. Members can feel their pulses sync up when they touch, which is how they connect with Devotion.
