Eudora is the adopted sibling of the Apokine, and joins them on a journey to meet with representatives of the Divine Principality after a long and devastating war.
Their nominal family attempted to rebel against the Apokine, which led to Eudora's fostering as a (failed) attempt to prevent continued coup attempts. As a result, they are largely treated with suspicion by the Apokine's court. However, they were not actually a member of that family, but a replacement brought in to keep up appearances on the Apokine's side, as the original child died of an illness.
They wear an ornate Venetian mask at all times, given to them by the Apokine in order to disguise their features.
