Shell Lotz is a Golden War era Oricon chief technician and friend of Jace Rethal. Rather than building new riggers, he would improve and tinker with existing ones, including Jace's mech the Panther.
The Chime encounter him as a member of the Weightless who infiltrated Cene's lab during their kidnapping. The Chime capture him, hang him out of the Kingdom Come to interrogate him, and finally knock him out cold and leave him at a bar in the Rethal-Addax Spaceport.
