They are a former Excerpt and a current reliquary, she was Belgard's Excerpt, who abandoned them.
...Signer... has a Sanctuary located in the cockpit of Belgard that is a large and open space with tethers to hold her more-or-less in the middle of, but can navigate acrobatically to interact with an interface in that space.
The Iconoclasts hunt the order ...Signet... belongs to and they look like the past and future of humanity but they have no faces and are made of strange materials.
