The Cultural Trust operates under the guidance of Arts Steward Waxon Wayne, as a censorship bureau dressed up as a grant-giving arts foundation in Blough City.
The Trust is separated into satellite office divided by sub-section of the arts including Architecture, Journalism, Film, amoung others.
The seal of the Cultural Trust is a government-style seal with the words ‘The Cultural Trust’ and a lady justice-style figure with an eagle head, holding scales in one hand. The scales have a feather on the high side and little lead balls on the other. The lady justice figure has a blindfold in the other hand that she is holding “like a sword” as though she is “going to blindfold you”.
Architecture Office
This office is responsible for signing off on all building designs in Blough City.
County Zoning Board
The Metropolis grows endlessly, but pulls from a small bucket of possible structures. The zoning board is the only authority which may approve new designs.
Signed Development Contract
This piece of paper is what you need to introduce a new building into the development pool-and because the owner of the contract gets exclusive development rights, it may as well be a blank check.
Film Office
The Film Office is a satellite office of the Trust. The front of the building says 'TRUST' in big impact serif font. The inside of the building itself is modeled after a bank building, with the seal of the cultural trust on the lobby floor as you enter reception desk, desks where people are working in the reception area, a place where you can deposit and withdraw things, a vault, viewing rooms on the floor above, reading nooks to look over files with magnifying glasses and microfiche readers.
