The Whitaker Syndicate is an organized criminal enterprise with legitimate business interests throughout Blough City, including The Tunnel Project.
They are operated by the patriarch Walt Whitaker.
After the arrest of Hollis Whitaker, the Whitaker family was dragged through the mud, causing them to lose quite a few of their government contacts and political clout.
