Walligan Upchurch is an antiquities salesman and notary public who owns a shop in Red House but does not live there. He values stability and is a stickler for rules, to the point that he obstructed Remembrance Cobb's efforts to put on a funeral for his brother due to a paperwork error, and needs Cobb's forgiveness.

Walligan is in his late thirties and looks young for his age while still giving off a grandfatherly vibe. He wears bulky grey sweaters underneath green sweater vests.
