The Tzadik unit is a paramilitary force operating on the planet September, centered around Mode City and the September Institute. It was created by Ibex on the advice of Liberty and Discovery as a way to make sure operations would remain 'righteous' even without his direct oversight. At some point Twelfth was able to take over and use the unit to lethally enforce secrecy regarding the institute's experiments.

By the time of the September Incident, there has been some kind of split between Twelfth and the Tzadik unit, perhaps because of the arrival of Rigour. However, the remaining members still pursue the Chime once they start poking around, and nearly kill Mako in the process.
