Plum Tort is a member of the city council of the Crown of Glass. He is a consultant, and has a law degree but is not a lawyer.
As a council member, he originally tries to protect the fiscal bottom line of the city through projects like life insurance and attaches a price tag to everything he possibly can. After seeing workers start to get hurt during construction projects, he reconsiders his beliefs and focuses on ensuring people's safety.
