The Pact of Free States is the faction of the Divine Principality which, as its name implies, wants to break up the empire into a collection of free states. It opposes the more conservative Bilateral Intercession. Dahlia leads the faction, although it's directed in "day-to-day operation by senior members of Stels Columnar and Apostolos".[1] The Pact continues to have access to more advanced weapons and technology than the Bilats.

Renamed from the Pact of Necessary Venture following the invasion of Palisade. The renaming of the faction is not a major political shift for them, unlike with the Bilats; the Pact had already changed its focus from taking down the Princepts[2] to breaking up the Stels[3] by the start of the Road to PALISADE.

On Palisade, the Pact is represented by STEREOMA.
