Authority is a Divine of the Principality. It is the stellar combustor system, in the same way that the Portcullis System is the Divine Space, and as such is distributed throughout the Divine Principality.

It has numerous Elects—presumably one for every stellar combustor in the galaxy—who are cybernetically connected to it. The sole job of each Elect is to act as a failsafe, the "living trigger or living disarmament" for a stellar combustor.[1]

In PALISADE, Phrygian connects to Authority and finds away to actively counter it. They sacrifice themself to do so, taking all of the stellar combustors offline permanently.[1]
