I signed this treaty not because it is what we want, but because it is what we need. The conditions of conflict which I negotiated will keep our soldiers safer, will give us the time we need to achieve parity in power, and will position us to do that most holy thing: to defend the Divine Principality from chaos, confusion, and collapse.

The Treaty of Permanent Peace is a formal agreement to the terms and conventions of war between the Curtain of Divinity and the Pact of Necessary Venture. Analogous to the Geneva Conventions, it recognizes the conflict as a civil war between two arms of the Divine Principality and outlines acceptable terms of engagement and other mandates.[1] It stipulates, among other things, that whoever wins the war will be both Princept and Apokine, and that any party may continue to use the gates of the Divine Space.[2]

The treaty was negotiated by Cynosure Whitestar-Kesh and Rye. For Cynosure, it represented the first in a series of escalating acts of control over the Curtain. Arbitrage describes this as his first great achievement.[2]
