There's an entire order of people devoted to making sure that there isn't just justice, but there's also mercy.

Mercy is a Divine of the Divine Fleet who is no longer present in the time of Twilight Mirage. They left behind a legacy and culture in the form of Mercy Officers, who assist with the rehabilitation of criminals captured by the Divine Fleet.

Mercy Officers

Mercy Officers are an important part of the carceral culture of the Twilight Mirage. They work with their chargers to ensure that they are not falling back into previous criminal ways, and provided them with resources to allow them to re-adjust and thrive during and after their rehabilitation programs. Mercy officers are devoted to bringing their charges back into society, giving them the resources they need to thrive all while recognizing their humanity.

Mercy Officers are also present in Contrition's Figure, and are the only people in the institution who will know what their charge's crimes are. They are noted as being advocates for ensuring prisons remain beneficial to their inmates, and are willing to throw their political weight around to ensure that comes to pass.

One example of a Mercy Officer is Helena Vex, who is tasked with assisting Tender Sky.
