Julian H Bluff is a local Atlantic City boy turned child star turned auteur film director. When seen in The Moving Pictures he is wearing a scarf and reading glasses.

After finding fame, Julian returned to Bluffington Beach in his mid-20s (25 or 26) to bring investment back to the town by starting a production company, Bluff City Studios. While looking over his assets he learnt that he’d been left his great grandmother’s old home. There he found his ancestor's machine and had an idea, he just needed money. Money he got from the Nebraska family which enabled him to make contact with Bluff and Blough Cities, in the hope that this would enable him to make movies more cheaply.
