Senior Agent Baxter is an amiable member the Concern with years of experience under her belt.
She was the senior agent in charge of the mission that Hector Hu was on when he disappeared. She was investigated by the director of the Concern and found not guilty of misconduct. Despite her exoneration the director revoke her Deep Blue clearance, a fact that has slanted her views on company policy.
