The Concern is a covert organisation working across Bluff City and Blough City. Their stated purpose is to be a group which “monitors the relationship between Bluff City and Blough City” and maintains the border keeping them in balance, but a conflict between factions from each city has developed.
Concern members can be identified by their grey suits. In Bluff City, Blough City agents' faces look like the top shell of a horseshoe crab. In Blough City, Bluff City Concern agents' faces look like the bottom side of the crab. This is applicable to Concern agents only (not civilians).
History[edit | edit source]
Hector Hu believes that the Concern was originally founded -- and still run at the top levels -- by people from Bluffington Beach.
While investigating an Anomaly, the Concern set up a HQ within the Spannheuser Funfair and Amusements Company in The Woods of Woe. During the course of their investigation, a penny smasher appeared within their HQ. Small items that people felt were useful or that they needed would come out of the machine rather than smashed pennies. The Funfair is now used as a black prison site by the Concern.
Throughout the first season of Bluff City, the organisation was in a state of internal cold war between those aligned with Blough City and Bluff City. Members were known to be sent between the cities covertly to sabotage the other side, such as the 'Coast Guard' (those from Blough City operating in Bluff City).
The current status of the Concern is unknown.

Junior or trainee active agents.
Deep Blue Agents[edit | edit source]
Senior active agents.
Peel[edit | edit source]
A replica of a living person. It appears human but has minimal verbal capabilities and cannot truly act on its own.
Content-Aware Peel[edit | edit source]
A replica of a living person that has autonomy and can take action on it's own. Hector Hu used a content-aware peel.
Shunt Points[edit | edit source]
Points of connection between Bluff and Blough City used by Concern agents. These take many forms, from jitney-bus transfers, to tunnels. When the Concern sends agents between Bluff and Blough, the Concern chooses the location. A group of agents using the same shunt point might arrive in Blough City in different places but within the same radius of that district the Concern has chosen.
Recently, Shunt Points between Blough and Bluff City and Bluffington have been discovered.

Portable Darkroom[edit | edit source]
This darkroom was located in the back of a car, with the photographs developed within the boot of the car. These photographs would then print out into the back seat of the car.
