A vision observed by Cori showed that Devotion was created by Grand Magnificent, who wanted to create something that would be completely helpful rather than harmful. However, an unknown intervention by the Curtain at the beginning of the Perfect Millennium interfered with Devotion in some way.[1]
Abilities

It drains the life force from its cult members over time, using it to empower itself. It is also able to speak to some of its followers through their blood, send them visions, synchronize their pulses, and transport them to strange places.
