The Toll Collectors are a trio of miners-turned-bandits who operate near Blackwick. They consist of Ettel, Agdeline and Larch.

A trio of them comes out of the hills approximately once per month, with the memories from when they went in. Thus, they can seem to be in the same place at different times: both halves of the Blackwick Group encountered them on their way to Sapodilla, at the Weather Room and in Last Rest train station. They change up the composition of the groups, so that it is not always three who emerged at the same time together. As of "Two Kinds of Quarry", they are part (or all) of the "Knights of Virtue", a group working for the Queen of Sapodilla.
