Coffee Affogato is the CCT-appointed administrator of the Sill. He "collects a check, plays the horses, lets [sic]...".[1] Coffee's adjectives are discreet, personable, and cute in a "flailing babygirl way".[1] He is widely regarded as incompetent and corrupt.

Coffee was arrested by the Ithikos for the murder of Cameron McCloud prior to the start of the COUNTER/Weight prequel. This led to Orth sending the Chime to the Sill on their first mission to prevent a diplomatic incident.

Coffee purchased the KardSharq AI from a Revenant and made a deal with it to upload it onto the Mesh. Before doing so, however, he used it to win big at the Ithikos casino. This brought it to the attention of Ithikos security. Cameron then stole the KardSharq from Coffee and made a similar agreement with it. Coffee had an altercation with Cameron where he tried to take Cameron's VIP security card so he could get the KardSharq from Cameron's room. In the scuffle, Cameron was shot in the chest and died, and Coffee was arrested. Cameron had been midway through using a slot machine to upload the AI to the Mesh. This succeeded, but meant that Coffee failed to complete their end of the deal with the KardSharq. Although the Chime retrieved Coffee and brought him back to the CCT, he remained compelled by the deal he had made. Austin and Jack suggested several potential endings for Coffee, all of them bad, including that in the end he made a new deal with the AI and became just another agent in its network.
