Agent Snave was involved in the Concern's investigation into the Anomaly.
They disappeared after being involved with a scam using the Anomaly's affect on the Zipper ride.
He, or a being taking his appearance, then reappeared, attempting to lowball the Concern in their negotiations with the Anomaly.
